I was wearing headphones too like OP said, so maybe it helps. I'm hearing stuff around 28 seconds too.
It's very strange, I also hear a full on conversation starting at :25 but I can't for the life of me make out a word of what's being said.

Yeah, considering other videos of the theme song seem to lack the voices, I expect it's just some shitty Nick intern doing a bad job.
I have the whole series up on my computer right now and I'm listening to the theme song and dont hear it. It's only in this video.
It's probably one of these audio channels for blind people where they describe everything that's happening on screen, they usually use text-to-speech voices like the video.
I have to be the only one who noticed that the theme song in the video is in a horrible metallic quality as if they couldn't even find an actual broadcast copy that they use.

I can't make out what it's saying but it sounds like Microsoft Sam. Maybe they were using some program with a trial period for their encodes and they're past that which is what you're hearing.

This is the most likely explanation for sure. The stuff at 0:25 to 0:32 also sounds like some audio from a commercial or something. The only weird thing is the stuff at 0:04 sounds like text to speech.

Seems to only be on the official Nick Youtube page upload version. Other uploads of the theme song seem to lack it. So I'll go with . Nick probably used trial software to make the video and then uploaded it without ever checking it.

My headphones short-circuited within the first five seconds of this video, no joke. I had to replug them in, and then I heard that weird talking in the background too around 28 seconds in. Weird audio.
