Professor Utonium is shit as a businessman: Its why his college roommate was able to blatantly steal his shit and sell it; He should have been running that place he went to work at in Citysville and he got shit on like hell because he's so incompetent socially.
As for tax money: the place is run by the mayor. He's probably blown the entire budget on pickles and wouldn't be able to understand the concept of paying people to keep the city protected.
