Not because of muscles. If anything it'd be because of power so that they can propel themselves better with it. And then you'll need to give them heightened senses and reaction speed so they don't run into everything.

No, but speed does equal greater force. Their speed can chip away or even obliterate things if they're going fast enough. However this also forces durability to be taken into account as going that fast and striking something would more than likely break/shatter arms/limbs completely without substantial durability.

Depends on the speed mechanic, but typically no, most speedsters aren't fast because their legs are super strong

not really. They don't have the reflexes to actually go at super speed safely.
I've seen a few things tinker with that idea. Deku from My Hero Academia is basically "What if super strong but not invulnerable", and I remember some x-men novel I read one time had a bunch of mutants who got screwed over that way.

They do though, at least Supes, WW, Aquaman, and others with super strength do, they are crazy fast. Superman is fast enough to make people believe he can go toe to toe with Flash in a charity race.
Of course Flash is speed itself, no ammount of muscle that reach that speed, it's magic.

I mean Hulk for example is actually quite fast. His jumps and lunges can get him from point A to point B faster than a lot of ground-bound characters.
But the thing is REAL speedsters usually have some explicit ability to tell physics to fuck off and break limitations in speed.
More importantly it's the only movie to cover his healing factor, even though it was done subtly.
Mark Waid tried to get into this on his Indestructible Hulk run, making him a green blur several times.

I can't remember the issue but there was this one Dial H for Hero (I'm pretty sure) where the guy got super strength but NOT invulnerability. And he ends up getting railed by like a car or truck. Just FUCKED UP.
