Yes, the science fiction works of the early 20th Century were depicting futuristic visions of what they thought things might look like in 100+ years. The design you posted was meant to evoke a feeling of something from the far future, not something reflective of the present. The technology portrayed in these fictional futuristic scenarios did not actually exist at the time, nor would it have been feasible in a society at a roughly equal technological level as portrayed in Korra. You can't possibly be this dense.

They don’t have small scale fire arms, likely because they’d be near useless against Earth Benders, but we’ve seen the Fire Nation field bigger cannons along with weird blast fired Ballista things.
