I'm just really surprised he's going for it, ever since post-COIE since GA was no longer part of the Seven Soldiers due to not being around in the 40's, they retconned/replaced him with Spider from Quality Comics. Since he didn't have a sidekick it made it possible for Wing to be the 7th member of the team.

They just didn't spend money on suits that would only appear in a photo.

Most likely they were thrown together since they aren't clear in the photo. They probably haven't been casted and haven't had actual costumes made, they're probably just random crew members in slapdash costumes to fill the spots in the photo.

That and they purposefully didn't want guys like Alan and Jay to have a defined enough face in the pictures so they can cast whoever they need when the time comes.
