He didn't know the avatar was alive. The reason he sent his son after him was because he thought it was a wild goose chase and Zuko would never come back. The moment he finds out the avatar is a threat he sends someone MUCH more capable to find the avatar.

Literally nobody expected the avatar to show up at any point after being mia for 100 years.
He sent zuko on a wild goose chase in the hopes that he would die at sea and never darken his door again.

The plan at the end was never very good to begin with. What we saw of the speed of those airships didn't indicate that they would have had time to raze the entire kingdom to the ground. It should have been that they were going to raze Ba Sing Se or something. That at least might have been plausible.

Ozai still had a war to win. Killing Aang wouldn't end the war, the avatar would be reborn and the fire nation would still be caught in this deadlock. Destroying the Earth Kingdom would allow the fire nation to colonise the entire continent and over time gain an overwhelming material superiority against the northern water tribe.

Ozai doesn't have any means to find Aang. If he wastes the comet that's his time window to leave his mark on history gone. In addition, Aang is not the only one who can stop Ozai - there are a number of grand masters capable of holding Ozai off, or even defeating him. If the avatar failed the White Lotus society & especially Iroh would've posed a serious threat. By scorching as much of the EK as possible, Iroh guarantees that even if the WL and the EK remnants manage a successful resistance, the Fire Nation earns a great victory.

Lastly, Aang was not ready to face Ozai. His chakras were blocked, leaving him unable to use the avatar state. He had a rushed grasp of the four elements, and was going to ignore Sozin's comet until Zuko revealed his father's plan. Without Zuko, Sozin would've successfully achieved the same kind of sneak attack his grandfather committed against the air nations.

Because Sozin comet only works for a day and that time would be better spend accomplishing something else then actually going toe to toe with the Avatar a person who possess all your powers and would get the same boost you do from the comet.

Nothing Zhao does, other than getting schooled by some emo edgelord, is incompetent or stupid in any way. He even makes the sensible move to only kill one of the magic fish, thereby not totally fucking the world up and dooming his naval power homeland to drown or whatever silliness would happen in such a case. I'd totally agree if we were shown that people have any sort of understanding AT ALL of the spirits, but fucking no one does. We're never given any information that there's serious theology in this world, so for all we know yes, Zhao and the entire Northern Water Tribe had absolutely no clue that would happen.

Messing with all powerful spirits that literally govern the balance of the world would obviously have consequences. Especially when we a spirit fucking over an entire village because its forest was destroyed.

Zhao went to the library and knew the power the spirits possessed. He should have known they would try and fuck his shit up if he murdered a the moon spirit.

Aang could have ended it with the lightning redirection but he pussied out and refused to shoot it back at Ozai.
