Yes. More due to bad writing and not thinking shit through, not something they intended, but yes.
The show established that "spells" are actually living sentient beings with hopes, dreams, families, friends, etc.
They established that there were thousands of spells, if not more.
The show ended with Star destroying all magic, which in turn destroyed all magic creatures (of which there were a ton, including a bunch of regulars), and spells. Star unambiguously did a genocide.

No. I think it's more likely everyone was fed up with it. Because Nefcy wanted to accomodate everybody's ideas, the show had basically no strong direction, because it wanted to do everything, yet accomplished nothing.
So instead it was more of "ehhhhhhhhh just let's get it fuckin over with" rather than a "WOOT STARCO FINALLY KISS ERRYBODY! WOO"
