White people come from/decent from areas that usually don't have any plants that use capsaicins to defend themselves. As such they haven't build up the same type of immunity as people from warmer climates where plants do use them.
Now this is not saying the all white people can't handle it, but on average, yes white people have a harder time eating spicy food.
