Was there a logic given to this? I feel like an interesting story could be told about someone with superpowers that are closely linked to their mental state, and due to inhibitions and a lack of confidence, relies on drugs to get into a frame of mind where their powers come easily.

Actually he was in a comic last year where he’s NOT Punisher 2099 and is instead killed by Hector Tago, the current Punisher 2099, for being corrupt. It’s also not made clear on whether or not Jake was the Punisher or if this is a completely different universe so there’s at that least
