The show has plenty of other problems but I don't actually think it could be good with it's current writers, but if they start over with a clear plan of where the show is going to go it should improve.

Well, they could have followed Oum's notes instead of chucking them out entirely. They could have also made certain characters less one dimensional for the sake of having a wife beater as a villain *cough Adam cough*. The other villains are a joke, the Grimm's aren't scary at all, and frankly shipping has completely infiltrated the entire show, to a weirdly pervasive degree.
That, and the protagonists are genuinely unlikeable tossers sometimes, and this is never addressed. Ex cultists, criminals, stupid prejudices are just ignored because these galz are cooooooool.
Considering Bleach jumped the shark after volume 10, how about no. Literally, as soon as they cross the threshold, Kubo stopped giving a fuck for some reason.

First not kill off Roman. He was the most entertaining villain within the first three volumes despite how badly they shilled for Cinder. Roman was a good mook. He's good enough to put up a fight against RWBY but he can still be defeated. He works as reoccuring villain and as a benchmark for how ridiculous other characters are.
I also think Adam and the White Fang should have been handled better. The white fang and racism was the most eye rolling thing watching it. It was racism was bad but never did anything interesting with it. The whole faunus racism was very much tell and not shown. If they want to do a racism plot, show Blake actually being affected by racism and instead of preaching how hard it is to be a faunus. If they want the White Fang to be generic bad guys that's fine but tone down the racism preaching if that's the case.
Adam while his voice acting was awful, I honestly loved how edgey he was. It was entertaining and his actual appearance the show is kicking Blake and Yang's shit in. I was kinda bummed he was reduced to abusive boyfriend but I knew when he'd get into a fight again it'd be tight. It fucking wasn't and he was made into a joke so when he gets his last fight I really just didn't give a fuck watching it.
I also think team JNPR/RNJR have a better team dynamic than RWBY so if the show had that as the set up instead I think that'd be tight.
