Because villains tend to be at their best when they have both abilities and character traits that play to a particular hero or collection of heroes; sometimes they can be opposing elements, or sometimes they are the exact same traits but exaggerated to the point of insanity or aggression. Event villains, even if they were established before the big event in question, have to play to all of the present characters in some way. So they tend to be watered down, generic, and somewhat basic in characterization in order to ensure every relevant character can play off of the villain. There are exceptions to that but that's the common theme I've noticed.
Some are good though.
But Parallax Hal and Superboy Prime are fun.
because if you make "this villain is so powerful it makes the other villain look like a weakling" for 5 times then it loose all the suspence.
Think at the Anti-Monitor, he has been so overused that now beating the shit out of him is considered "beating the breakfast morning villain" and it's way Power Levels ruined comics.
Parallax was editorially mandated bullshit in order to off Hal and push the new poochie lantern.
Editorially mandated yes, but Kyle or anyone else weren't even involved in the process at all until Dooley finally found someone willing to write the story. If Marz wasn't the one to write it, Kyle wouldn't have been used and it's strange to think how different the DC Universe would be without that. Dooley just wanted his own Death/Return of Superman or Knightfall and decided having Hal go bonkers was the best bet and ironically, it lasted longer than other 'shakeups' in the 90's that happened so maybe it wasn't such a bad idea even if it was character assassination.
Because they all came seeking defeat. The only reason any comes to the DCU.

That's exactly the problem with DC.
They have been used multiverses so fucking much that the known space of Earth Prime seems too fucking small.
It's so small they have to go on the super multiverse in order to have some compelling villain.

It's really only because of specific writers (Snyder in today's environment) that this is the case and the fact that they stay on so long that they create their own 'epics'. Can't just have short 3-6 issue stories that are self contained and aren't part of some overarching 50 issue plot.

Prime was never end game event level bad guy. Just strong goon stats. Even in Legion of Three Worlds his future self used him as a goon.

I love this story.
Lightning Saga/JSofA/Legion of 3 Worlds were great. And to a certain extent, Countdown because you dealt with '94 versions Karate Kid and Triplicate Girl after Lightning Saga.
Superboy prime is such a shit character and needlessly edgy that it somehow makes him a better character than 99% of the cardboard cutout cast in DC.
This guy gave me a good bit of enjoyment.
