Metropolis cannot be just a New York clone, but a city of science where there are houses of scientists that continually compete to create the most absurd invention. Superman it's basically the guardian that protect the city from both external threats and from itself.

House of Luthor is one of this houses. Then we have Leo Quintum, a some kind of Dr Doom and Tony Stark equivalent, with some new scientists.

Metropolis a city of wonders on the outside, a potentially more dangerous city than Gotham without Superman around. I think the importance of the context for Superman is always underestimated .
