There's nothing about Batman being a central figure in the multiverse or Batman and Joker being some sort of yin and yang or the bullet having some sort of grand significance nor Batman Who Laughs creating any multiversal Batmen.
If you've read you'd realize that Snyder simple is stating that the dark multiverse is a place where the fears of the residents from the main universe take shape. That the dark worlds in the dark multiverse are mere reflections of the DCU characters fears. That the various evil Batmen in the dark multiverse are merely fears the main Batman had about himself at one point or another. And that the main Batman himself is a reactionary person who most of his life just responded to things that happened with him. He was never proactive. So Batman Who Laughs, a being from the dark multiverse, doesn't want to be a mere reflection of main Batman's fears. He wants to be a proper person who's not merely a variation of the main Batman. Nor does he want to a reactive person like the main Batman. He wants to be proactive. He wants take proper action. He wants to exert change. He wants to be important. So he's on this big quest for power and on a warpath for domination.
