Because Barney's role was to rope Homer into crazier/shadier situations than he would otherwise have gotten himself into. That worked when Homer was more responsible and upright, but the coming of jerkass, new-crazy-job-every-week Homer kind of made Barney redundant, so they sobered him up and busted him down to a second tier supporting character.

Moe is a weird one. The joke went from him being this gruff asshole thats courageous and charitable when no one is looking to a dangerous criminal when no one is looking. And it happened pretty early in the run of the show.

I think it was kind of the opposite. Moe is occasionally a creepy scumbag but for the most part now his stories seem to be he's bitter, lonely and miserable and the something good happens to break him out of that until he loses it but still holds a bittersweet sigh because at least it happened. Meanwhile earlier on he was harboring Orcas and Pandas in the backroom.
