That is actually pretty neat as an idea. You could tackle the difference between irrational taught fears and genuine deep seated phobias, you could show the character growth from genuine wreck to slightly relaxed as she makes friends and forms a network of support between locals and similar visitors. She could wind up making a business there for helping people in a similar situation to her initial state.
What if Zig Forums came up with a cartoon pitch and actually try and sell it to some execs?

theres no thematic coherency, theres no interest, theres no motif or large overarching concept holding everything together... theres no reason why THIS quirky little girl has to be in THIS cartoon, as opposed to the other quirky little girl in the other cartoon down the road.
a simple but well rounded and coherent cartoon with a solid hook, theme and a nice catch that makes you ask "but how would THAT play out?" is MUCH more effective than piling on ideas on top of arbitrarily designed OC and throwing em in an arbitrarily designed universe and promising shenanigans will ensue
