Yes, if they were upfront about it they could've dedicated enough time to the only plot they actually care about, and could've avoided misleadingly marketing the show as the adventures of Luz and Eda in a dark magical world when it's clearly not about that. Would've saved a lot of people's time too, because I for one wouldn't have bothered with the show if I knew it was about gay witches in knockoff Hogwarts.

People only think it's bad because they went into it expecting a serialized show with a grand overarching plot and for it to be the next Gravity falls. As a fun, slice of life adventure with gradual continuity but still a mainly episodic format, it's pretty good.
