Galaxia can only win if they decide Beerus should have a star seed.
But they have done stupid shit like that before, like establishing that Soul Edge can only be destroyed by Soul Calibur, then hand-waving it by saying Dragon Slayer could do it too since it's enchanted (even though other Enchanted weapons exist in Soulcalibur as a series, that's not the issue.) At least in that case, Guts should have won ether way, so it didn't matter that much though.

Most scenarios it'll be Beerus. Galaxia does have better varied hax on her side to take down Beerus but Beerus dominates in stat trinity and experience so more than times than not, Beerus can directly destroy her with his superior strength or use Hakai before she can pull her own hax due to superior speed.

Scaling only works on the stat trinity stuff, not powers. Though Sailor Moon herself is the only one that actually has existence erasure resistance. I'm pretty sure she's the only one in the entire series that actually gets any good feats while all the other Sailors are just left in the dust.

When a star seed dies, lambda power is the force in the galaxy cauldron that determines if it comes back as is or is reincarnated as someone different. It is implied that Sailor Cosmos (that's an actual character) can control this force through her Cosmos Crystal.
