Zuko almost died in a blizzard and was one-shot by Katara who is an even weaker manipulator of ice than Todoroki is while under the moon. Todoroki doesn't even need line of sight to freeze the ground and anything touching it solid near instantly like he did to that entire training building and that was at the start of the series if I recall. Firebenders use refrigerators to keep Firebender prisoners and unable to bend. Unless Zuko can fly like Aang, he's going to end up freezing to death.

Hell, just look at how Katara vs Azula worked out. Katara completely shut-down Azula by freezing them both solid, even though Azula had the same breath of fire technique that Zuko had and was even empowered by Sozin's Comet, she was still helpless and at Katara's mercy, unable to thaw herself out while Katara chained her up.

Hitting hard means nothing when you can't get hit back. Todoroki is a glass canon that would die instantly if Zuko stabbed him with a sword. Either of them could get the kill in one hit, but Zuko is fast enough to more reliably land that hit.

A fight I'd like to see on a thematic level is Sokka vs Usopp although it's an absolute stomp in Usopp's favor.

It's hard to think of many other characters that would thematically match up as well for Sokka or Usopp and I imagine depending on how long the show goes they'll probably try to do a sizable portion of Luffy's crew and Team Avatar.

In General, Speed is not the sole factor for than. In fiction they are attacks and non-attack that ignore speed or resistances. One should not wank speed just because of that.

Zuko was effected by ice when in a controlled environment meant to restrict fire bending. When the sun rose he broke out of most of his body being covered in ice. Todoroki just freezing the battlefield isn't going to be as effective as you think. I won't deny one solid attack could do Zuko in, but as I said Todoroki is in the same exact boat and dealing with someone far faster than Stain when it took him and two other people to take Stain down.

Sorry, but Todoroki’s ice can allow him to make icebergs, and colder it gets, harder for Zuko to hit, weakening his attacks plus he’ll lose his stamina, allowing Todoroki to murder him
