Problem is, we've established the only magic Luz can do, because she doesn't have the mcguffin organ to do magic, is glyphs which no one seems to understand. The fuck is she gonna learn in school if none of the teachers can teach her anything she can use. Ironically the one thing she can do, potions, she finds boring.
