The pool of inspiration in 50s, 60s, 70s, and 80s culture had a lot of good art to wean from. Today, kids are exposed to overly simple art styles with no anatomy or proper construction principles. And anime, with generic poses and the same faces over and over. If you look at any art site populated with primarily young artists, you'll see that these are the things they draw from and they lack basic drawing skills. Many of these kids have grown up to work in the animation industry today, which is why the current crop of cartoons you see look so terrible.

It isn't a part of any educational system anywhere. Being able to draw well comes from a marriage of technical skill and being able to study and observe. Countries with better education tend to have better artists because of this. Can't speak for the whole west, but Americans can't draw because most of them are just fucking stupid.
