I've always seen it as a Megamind/Joker situation. In his mind, he thinks he wants total control of the planet without Sonic and the freedom fighters standing in his way, but if he ever were to eradicate all resistance and gain total control of the planet, he would be ecstatic for a time, but would eventually find himself empty and without purpose.
