we know that lot of a gems being is dependent on their mental state and in the case of the diamonds as is their powers we see yellow going from destabilizing to altering forms blue going from depression hour to weed aunt and etc, as is the case with pink ie her healing / destroying pink as rose was a individual who sought to protect life and as such coulfd heal it while pink the diamond was a little brat whos tantrums were actually damaging

tldr: stevens powers are just pinks powers which is just diamond magic but its still only like 4ish actually unique powers

It's supposed to externalize his internal state, and Dr. Maheswaran even says as much: The gem is responding to his stress and trauma, now un-dulled by the fact that there's no more adventure or people to help.
He wants to show Jasper he's not pitiful? The gem obeys and he gets a boost in speed and strength. He wants to save those townies at the rollercoaster? The gem makes him super fucking fast. He wants to keep his friends from leaving him alone to stew in his own misery? The gem erects a literal barrier so they won't physically leave.
As his mental state gets worse, the gem keeps trying to do what his brain requests (even if his brain is not in prime operating conditions) until he comes to the realization that he's a monster, to which lo and behold, the gem responds accordingly.
It's supposed to make what the crew wanted to convey easier to understand: Instead of him just fumbling around these situations in ways that would make little sense/be hard to comprehend due to the large amount of nuance involved with dealing with these mental issues, the gem/magical aspect of the show amplifies these otherwise negligible things into something you can more easily pick apart and understand, even if it might not make much sense in-universe. However, you very easily could say that that's just a normal Diamond's power output, and that Steven's circumstances threw the gem's functioning out of whack.

Almost all of his shield-bubble-wall abilities are basically stemming from the same power in different ways.
All of his plant-generation and growth powers are from the same effect.
Same for his projection/dreamwalking/possession powers.

Questionably too, creating "Sentient plants" could just be his Healing + Empathy = Plant Sentience?

The Floaty-Jumps seem to be something that most gems can do, the only outlier is the Speed-limit-break that seems the wierdest and most mismatched, although don't we see Yellow/blue do something similar just without the glowing aura? That might just be a "Diamonds are crazy powerful." rather than a Steven thing.

Breaking it down, his unique powers are ultimately.

Shield Constructs, Empathetic Fields, Regeneration, as it seems that each of the Diamonds has an aspect to play in the creation of life and gems as a whole, just seems like these are a fitting trio of powers for a "Diamond" level gem to have, similar to what we've seen Yellow and Blue do.
