We've never seen Zuko manipulate the amount of flames that Todoroki can produce, and what little we've seen it takes zuko more energy to protect himself against a fraction of what Todo can create.

The only reason toph won vs gaara is because they had gaara stick to sand manipulation and really never used any big attacks with his same. He also let toph kill him in the animation by not just using a sand clone to replace him. So she was able to kill him with his own sand armor. Todoroki would have to use a fraction of his power and never freeze the battlefield or even try to distance himself and spam aoe. So zuko could get close to forever his face or something. Its 10 to 3 in todoroki favor. The last db had the faster character lose anyway.

To be fair, they didn't establish Avatar speed back then. They just went with a small DVD commentary bubble to say Toph could somehow sense earth when it's in the air despite all the times that was shown not to be the case. And that Toph could outmuscle Gaara in earth manipulation power, which was false as hell. But Aang vs Ed was a year ago, and with current trends they are most certainly going to scale Zuko to Aang level speed.

I think Todoroki wins. Even if they go full stupid and give Zuko lightning speeds, they usually conceive of "reaction timing" as a purely defensive kind of super power. It's dumb, but so is universe-sized Snake Way and they did that.
