How many times has the MCU tried to do MODOK, yet never got around to it? You keep hearing stuff about directors and producers wanting to use him, yet never do
I keep hearing he'll show up in Ant-Man 3, along with proper AIM.

Three times. Once in AoS, once in an animated show where he would be voiced by Patton Oswald, and once in the scrapped New Warriors TV show where he would be played by Keith David.
You notice the pattern? They keep blocking him from being used on television properties because they want him in the movies.

Not Marvel TV but I know that Markus and Mcfeely were pushing for him in Cap 2. There's even an interview were they mentioned it. Someone will leak it at one point and then we will see how horrible it was.

What? MODOK has appeared in just about every animated Marvel series. They love putting him in.
Oh, you mean that Outsiders series that fell through. Patton's is a horrible choice anyway, just because he looks like Modok doesn't mean he sounds like him.

So given they were talking about going further than the 80s, and Envers dropping hints about the Avengers cop prior the season, it does seem like they had more plans that got scrapped because of time and the episode count, because it was a fantastic ending but unusually devoid of fanservice aside from Lola, Davis and everyone getting a happy ending, no cameos of any old characters, even that hint that they'd explain the timeline thing never happened
