The Elves exiled the humans to the already existing wasteland specifically to stop them using plants/animals/rocks for Magic. Even in the current events of the show the humans are still scrounging leftovers from their Xadia days, because the few magic sites in existence on their side like the Moon Altar are still guarded and hidden from them.
