I get everyone but Professor Pyg and maybe Scarecrow being there. They're way too insane to be let in and be expected to remain stable and not want to go crazy on everyone else.

Most versions of Scarecrow are rational enough to behave themselves. Hatter, on the other hand, is clearly not, and Pyg is crazy in the sense he mutilates children, not that he'd attack the other inmates.

Penguin has always been fucking based.

They're trying to build up a different Bat-villain against the day when people get tired of the Joker. I for one have no problem with this.

Basically Croc's Hotel was destroyed because of Joker's gay war, so now he's decided to make his own Monster City underground by abducting people and mutating them, Batman fights him and puts a stop to that, at least it ends in a somewhat nice note.

No, it's that Taylor is an awful writer and already had Harley kill Joker to demonstrate how empowered she is. He's just using the next most recognisable batrogue he could get his hands on that wasn't already part of the heroes.

Honest to God this should be played up more.

The Penguin perfectly straddles the line between the two factions of Gotham's supervillains. He's not an insane freak like Joker or Poison Ivy. But he's not a pure crime lord like Black Mask, either. He can dabble in both worlds, and this is what makes him uniquely powerful, and what makes him a really potent Batman villain. He can almost dabble in both worlds for his own personal benefit.

Bat Keks was right about him all along
