What qualifies as _ List?
A list if fairly easy, it's the creme-de-la-creme, your Jokers, Lex Luthor, Magneto, etc.
B list is what? Popular probably not well known by normies? Chameleon's 'popular'-ish, but I think most normies would forget about him.
C-list is... what? re-occuring but not popular? Like Spot?
D-list would be obscure oneshots?
Basically the Darkseid pastor during Final Crisis. He was gathering everyone willing to follow Darkseid and targeted lesser known villains and giving them power to get their allegiance. He killed Martian Manhunter as well.

It was fine and her annual was good. Unfortunately it didn't last that long and she got a mini that some believed was originally an arc for the ongoing before it got cancelled. I didn't read that though but Simone wrote that as well so it was probably good too.

Usually pretty popular among comic fans and may have had other media appearances which would lead to some non comic fans knowing about them and liking them. But for the most part are secondary characters and don't have widespread knowledge about them like Batman, Superman, etc. Characters like Starfire, Beast Boy, Jay Garrick, etc.

smaller characters with cult followings. Your average comic fan may have heard of them and read something with them before, but don't really know much about them or don't actively seek them out. They're usually reliable crowd filler and team roster filler. It's unlikely that non comic fans know about their existence unless they get put in a popular adaptation... and even then said adaptation is usually nothing like the comic counterpart.

worse off than C listers in that they don't have cult followings and your average comic fan probably hasn't ever heard of them. Very rarely given memorable media adaptations and if they are, they are absolutely changed due to little attention in the comics.
Then there's Z listers where it's a character barely anybody gives a shit or knows about them because they're that obscure or that boring/sucky. Not even used as crowd filler.
It's worth noting though there is some blurry lines between them, like Dick could scrape by as an A lister or be overachieving B lister depending on who you ask, and characters move up and down depending on who's in charge and what's done with them. Like in 00s Jade and Obsidian could've been solid C listers, Jade especially due to Outsiders and Kyle's cursed dick, but these days they're just straight up D listers because DC hasn't done anything with them in a decade.
I call it Robin paradox. While Robin is A lister, Dick, Jason, Tim and Damian are B listers. Everybody knows Batman and Robin, but how many non comic readers know Robin real names?
