Unironically it kinda was. Batman and Joker's laugh at the end was about how neither of their personalities could ever change for the better/worse, meaning they were stuck repeating the same story forever - hence the rain returning the story to its first panel. It was Moore basically shitting all over how dull, repetitive and stagnant comics are becoming only for other writers to look at it and think he's saying Batman/Joker's stagnant, unchanging relationship is somehow a good thing.

He tells his friend to balance across the beam of his flashlight, but the friend refuses because "he'd turn it off when he's halfway across". Joker was saying that, like the inmate, the two of them are just too insane to ever make it to freedom. They'll never free themselves of each other because they can't change who they are.

These didn't ruin comics, they ruined me. I would have abandoned this hobby long ago if it weren't for these fuckers.
Regarding TDKR, the only worthwhile Batman comic after this was Batman: Year One. I've read every acclaimed Batman book from before and after, and while I enjoyed a good portion of them, these two entry-level comics are by far the best. By far.
It's not that great.
Watchmen and TDKR are both top material. You can prefer one or the other, because the approach to comics is different in each, but to say one is way better than the other is pure ignorance.
