I never went to a school with a hall monitor, but I imagine this kind of thing is only slightly exaggerated.
Also even as a kid I didn't buy Mrs. Puff's boating school needing a hall monitor, there's only one class in the school. It's not worth taking too seriously but I remember thinking that was pretty contrived.
