"Black" is now representative of a political group, which is also a racial group, but not "black" in the sense of having dark skin or even being authentically African, which is a different category of "black," but those people wouldn't call themselves "black," so "Black" differentiates "Black" from "black," unless of course "Black" excludes those of "black" characteristics who refuse to acknowledge themselves as "Black."

So "Black" is black to "blacks," who aren't "Black" but are "black."
