Humans needs to fail.
If you fix every fail they could do they will never grow up as a species. They would be like ants in an ant farm whose feeder keeps giving them food and already homes so they don't have to work.

The premise that organisms can be artificially selected into and out of certain traits is not false. The same way you can breed dogs to be docile and corn to be more bountiful you can breed humans into and out of any trait they already possess.

The superhero will either have the psychic powers to tell who is a sociopath, or they will have super-senses allowing them to suss out the criminals, or they will rely on good old fashioned police work without due process so they can gather any evidence they want, so politicians and corporate executives can't hide behind due process.

Sociopaths are not the only source of bad things happening in the world. Also what does your hero do in situations where bad things happen but no one is clearly in the wrong? Also does he have super-morals?

I didn't say "all", but sociopathy is the dominant reason for crime and corruption.

Nothing, again this is not a 100% solution, it's a 90% solution. There will still be kids that kill their siblings out of innocent mistakes in games (like putting them in a fridge or something) and there will still be disasters caused by human error like household fires and whatnot. But the large-scale crime and corruption that currently infests human society will be gone within two generations.

No, morality is a social construct that exists in social animals that stems from the fairness principle ("tit-for-tat"). Morality is a method for social organization. It describes what is "fair" and so on. This super-creature will be more like The Matrix except pro-human. While The Matrix thought humans should be exterminated (but didn't exterminate them because it needed a power source... now there's a false premise if there ever was one...) this superhero would be like a gardener. They'd kill the weeds and cultivate the crops. Whether weeds are inherently "bad" and crops are inherently "good" is irrelevant.

Again, there is no due process. Like Hitler eliminated Jews (hurr durr Hitler did nothing wrong) the superhero will eliminate sociopaths whether they "did something" or not. They will simply be cultivating the gene pool of the human race the same way humans cultivated the gene pool of maize or apples or dogs. It's not that big, juicy apples are inherently better than their wild ancestors, it's just that they've been cultivated for traits that the cultivator found desirable.

In this case, the traits to stamp out are impulsiveness and sociopathy which are very highly correlated with criminality.
