Make the witch a benevolent yet douchy teenager, like how an actual 14 year old would act if they had magic at their disposal all of a sudden. Then remove them from the high school setting (like make skipping school a plot point or something) and instead just have adventures poorly casting spells around the city to entertain himself and his friends. No overarching plot, or if there is, then it's very loose and allows for mostly episodic adventures.
I guarantee you this is something teens would actually watch. Just drop the isekai pretentiousness and embrace a somewhat grungy Beavis and Butthead aesthetic clashing with fantasy.
