As I've told people before, there's more than one kind of disinfectant, not all of them work by killing everything indiscriminately.

He's a politician running for reelection. He's going to say that because how can you prove a negative? You can't.
Same with causation. Trump wasn't responsible for the virus and he shut down travel relatively quickly compared to other countries that got shlacked.
