He was created by Loeb for Superman/Batman. He worked alongside them and even learned their identities. During Johns's Superman run he was shown to be a robot created by the original Toyman and was discarded at the end of the arc. He was brought back during New 52's Superman/Batman run as Toymaster, seemingly being himself again. Although that could be because of the reboot. What's become of him is up in the air since then.

Jeph Loeb creation. Basically, what if a teenage boy could make Superhero toys and robots. Hiro tended to use his powers for good, not evil and was a superhero fanboy. Basically what if /toy/ could make their toys come alive.

My take away from that issue was none of the Toymen have ever been real, not even Schott himself. They're all just robots who think they're people, always building more of each other. We'll never know how the whole thing got started.
