Well, Azula is a self-interested sociopath, right? So the best you could probably do for her is place her in a situation where it's for her interest to do "good things"
Put her in a situation where she could never, ever reach the top no matter how violent or manipulative she is, where her abilities would be appreciated by the opposition party, and that opposition party also places a premium value on things like honesty, honor, and seflessness while the majority party represents all the classic Fire Nation values like domination, cruelty, and exploitation
