most people seem to interpret it as "you're just really, really heroic" but it's probably more Odin's personal belief of what he wants for his son to have to be King of Asgard, e.g. strong leadership dedication but also being a ruthless warrior ontop of traditional selfless heroism

He was always just willing to fight anyone. The whole joke is that he's the worlds greatest martial artist(self defense) but, he loves picking fights. A literal oxymoron. That said he probably couldn't lift it because he fights mostly for himself and to protect his family but, he's not much of leader or responsible. Isn't that what the Z sword thing was all about? They tried to lift a heroic artifact and broke it.

He's not because he's not a hero. Sure, Goku's deeds save people, but it only happens because the strongest people around happen to be villains.
Fun fact: Goku isn't as heroic in the manga as he is the Funimation Dub. Goku's just out to see if he can push himself past his limits in a fight to see if someone else is stronger than himself. The whole "ally to good, nightmare to you" speech is just Goku telling Freeza that he just pissed off the wrong monkey and he won't be leaving Namek alive in the original manga. Hell, when the Red Ribbon Army tried to kill everyone on Roshi's Island, Goku straight up just wants to kill them.
Goku’s not really someone who actively saves people. Trunks and Gohan-When-Not-Arrogant probably fit that bill better, they wouldn’t want to prolong fights for their own enjoyment nor try to set fun rules or limitations against their enemies like their pure-blooded fathers would.

So does Goku, Piccolo, Trunks, Gohan, etc; what’s your point? In fact I go as far to say everyone I mentioned above loves their family more than vegeta loves his. I’ve only watch clips of super but Vegeta doesn’t even like to admit he cares for his family and still treats them crappy.

Does that matter when it comes to the hammer? I’m actually ignorant when it comes to Thor but I’m pretty sure it doesn’t matter. Even if it does Piccolo actually has god blood just like how Thor is a god so he fits it better.

King vegeta was a shitty ruler. He was jealous of broly and “killed“ him when he could have use him to defeat frieza. Also got his planet destroyed. Vegeta really only bosses around nappa and raditz and he killed nappa himself lol. Vegeta is a terrible leader.
Anyways I think Piccolo and maybe Trunks are the best contenders to lifting the hammer. Piccolo is pure of heart since he fused with kami and fights/kills when he needs to while Goku left frieza alive instead of killing him right away.
