You have 1000 actors to pick from, why pick actor 256 and bend him to do something far from his range when actor 764 is perfect for our character in his more natural range.
You only do this when you think the market payoff is going to be worth it, but then you write the character with the actor in mind like Jack Black on King Fu Panda

Probably a union-enforced contract that guarantees a VA work as character x, y, z until year dot. I heard the South Park guys got shit from some voice actors union for not joining.

JYB pretty much always takes me out. He's gotten somewhat better as the years have gone on but for a guy who's been in the VAing industry for 20 years at this point it's taken him entirely too long to learn how to deliver a decent line. He's got a very limited vocal range which I can excuse if you have a unique or interesting voice and can use it to get some quality line reads but he doesn't even have that.
