Highly introverted and implied to be on low end of the autistic spectrum, Brandon Hill always had trouble connecting with people. He was a naturally honest person, and that honesty sabotaged his relationships with others as he both pushed people away with uncomfortable truths and couldn't stand people being 'fake' all the time.
Eventually gets a job as a telemarketer. As an adult he has no friends, and the vast majority of his social interaction is over the phone, calling people who do not want to talk to him.
The night that changed his life was a rainy summer evening, where on his drive home he was involved in a traffic accident. He was fine. The other driver, a middle aged mother of two named Emily, was mortally injured.
Brandon called an ambulance, and tried to keep Emily conscious by talking with her. Emily knew what was happening to her, and she was scared.
11 minutes later the ambulance arrived. Emily was already dead.
Those 11 minutes where the closest, most deeply personal and most REAL human interaction with another person that Brandon had ever felt. Knowing she was dying, that it was all over, had caused Emily to speak frankly and open up to a complete stranger in a way that Brandon never imagined was possible.
And as the weeks grew on, Brandon couldn't stop thinking about that night. About that sense of connection to another human being that he had for a few minutes, and which was missing from the rest of his life. He'd think about that night and cry. Not because it made him sad, but because it made him happy.
It was only a matter of time before he tried to make lightning strike twice. To recreate the conditions of that chance encounter. He doesn't enjoy hurting people, but he doesn't know how else to get that kind of connection that he is looking for.

If I ever got to write for Batman (Ha! As if!) I'd like to bring some of the '66 show's villains into the comics. Some of them are pretty forgettable but guys like Bookworm or the Queen of Diamonds might be fun to see in the comics.
