On average, he's the best, however nobody has reached the heights that Miller hit, so the subsequent runs nevertheless feel like diminishing returns.
The best runs since Miller have been the ones that went back to the Silver Age tone (Kesel, early Waid).
The pre-Miller stuff is pretty good too and gets shit on unfairly. Wally Wood, Gene Colan and Klaus Janson art is nothing to sneeze at.
