Being good at drawing =/= being good at managing people, which is what showrunning actually is.
There are so many showrunners that say the same thing, "I thought I'd be drawing on my own show more, I actually just get in a lot of meetings instead."
It's more or less that you have to have the right connections to make it work. And along with having the right workplace ethics and personality

Being good at drawing demonstrates an understanding of and dedication to the appeal of drawings. I shouldn't have to explain further.

i don't really care, the show isn't drawn by them clearly so what does it matter

It definitely helps, but contrary to popular belief it isn't actually necessary to know what the fuck you're doing if all you're doing is telling other people to do stuff.
But like others said, a showrunner isn't typically doing much—if any—of the actual drawing or animation. What matters most is the writing. There are tons of comedy writers who know how to write for animation despite lacking artistic ability. Last I checked, Bill Oakley & Josh Weinstein aren't animation artists, but they still got a team of skilled artists to help develop an appealing art style for Mission Hill. And while Glitch Techs was only co-created by Dan Milano, he does A LOT on the show despite his professional background being restricted to writing. Mike McMahan's another cool guy.
As long as the showrunner has good comedy/storytelling skills and enough respect for the animation medium to hire the right artists and directors to get their vision across, I'll happily support their being a showrunner. Just don't make it be another mediocre comedian who gives cheap executives total creative control (see: nearly every adult cartoon).

no. if he wanted something proper it would depend on studio competency which the show no longer has because its not madhouse anymore. i grow tired that this is the only example people can think of though.

If you can't draw you don't even know what you're doing and you can't come up with any visuals. You might as well head into a studio and ask "make me something like The Simpsons" or "make me something like Spongebob" because you're not going to be capable of much better input than that.
The art is part of the writing in cartoons. Artists decide the acting, the scenery, the staging, etc.

That's simplistic, just because you don't have the ability to create visual art doesn't mean you don't have a vision or any story telling to contribute.
Live Action directors still need to communicate their vision to others, especially when a lot of that vision is special effects. An actual visual artist is probably going to be able to more easily communicate with other artists on the project but it's not impossible for a writer to communicate with an artist beyond "make it look like the other cartoon I saw".
Of course. Showrunners aren't the ones drawing the actual storyboard panels or designing the official model sheets. Writing and timing (both emotional and comedic) should be their strong suit in the production pipeline.

We need fewer adult cartoons to come from live-action comedy writers who say, "Make it look like the other cartoon I saw." That's why we've been stuck in a cycle of cheap, soulless adult sitcoms having the most buzz.
There are plenty of directors who can't act, and plenty of producers who don't play music. I don't see why this is any different.
