This thing was an animated short made by a single person in months.
Not a series that needed episodes for months.
In a series you need to pay people for drawing and animating, and it's not only you to draw the characters but also others.

Sugar didn't draw all SU herself, she made the concept and others stylized it for animation.

Yes.
Independent animators don't have deadlines or need to send their works to be drawn, colored, animated frame by frame by others for saving time.
If you knew how tiring the animation work is for the artists you would understand why off-model is so common, it's relaxing.
The style is too hard for the people they hire to emulate. Too many people land jobs in animation because of the people they know and not based on their actual ability to do their job well.
Why else do you think they dumb down their designs and simplify them to literal basic shapes in modern cartoons?
The pilot looked more in line with her other work but I'm assuming it got canned in favor of the style we got for budgetary reasons.

Many things: time mostly, the fact that is not Lauren drawing every frame, the kid appeal (Networks want safe stuff), the common limits of digital animation as a work tool, etc...
A master animator like Richard Williams spend years trying to finish a single 90 min movie and not even he managed to do it.
