I thought it was inoffensive. Fun show that embraced that extreme sport craze. Otto was a douche and the lingo was retrospectively bad, but it was a fun show overall.

Otto is the single worst cartoon character ever made, he beats Peggy hill by a mile
People don't really remember rocket power because they saw it once and paid little attention, otto's dad worked two jobs to support his kids and they lived in a two bedroom home, he didn't have a bedroom and slept on the couch so his children can each have their own bedroom, he was the coolest most laid back and permissive dad on television and what does otto do? He breaks into his business, steals expensive equipment his dad probably needed to sell, breaks it and when he gets caught he doesn't even apologize, he says to his face I'm only sorry I got caught.
And that's what he does to the people he hates because otto hates his father because he made the mistake of loving him, his friends are his real victims

frankly i don't remember liking the show much aside from like a handful of episodes i guess (like that one time where otto was forced to go golfing with their neighbor and they start doing stupid shit on the golf course) but the setting/scenery always looked really comfy. I remember loving this show as a kid and being mad my parents wouldn't let me skateboard. This and ed edd and eddy did kinda inspire me as a little shit to play outside more. I remember we'd "play" rocket power without skateboards by just like running around parkouring before we knew parkour was a thing.
I never understood the hate it gets. Otto is an annoying little shit but I remember he usually was always in trouble for his little shit antics or they'd backfire on him and his sister was the cooler one.
