Because overwatch was designed from the ground up as an exercise in slick corporate branding disguised as a setting, characters and story. Once they had to actually do something with it they realized they had nothing to work with, and didn't want to release their grip for long enough for anyone else to do something interesting for fear that the brand would be tarnished if it was allowed out into the world for a moment.

Overwatch was the hottest shit 2016-17/18. The claimed to be producing movies and comics and expanded universe games people were absolutely hungry for all things Overwatch. It's just funny that they have no idea what to do with the franchise
