Nigger please. The only 90s cartoon to ever truly reach nightmare level is fucking Courage the Cowardly Dog, and even then it was hardly anything more than a deep seated momentary dread, nothing that would haunt kids for the rest of their lives.

Because they knew how to animate and they were creative, that's why.

This then they found it with Zim but it was to intense even for them despite the massive popularity. Old nick was great though. Doug, Hey Arnold, spongebob, invader Zim, Fairly odd parents. They also had horrible shows like the god awful cgi monstrosity that was Jimmy Neutron.
