Season 1 2 3 were all speedsters, so they broke it up with season 4 being Thinker and season 5 being Cicada. Season 6 was half Crisis and half Mirror Mistress

CW's XS already had a lot of Bart's personality traits, so he would be redundant in the long run.
The new showrunner already said that he likes to sinergize with the current comics in order to attract modern readers to the show. That's why he included Godspeed, Bloodwork and Black Hole in season 6. Expect more of that going into season 7.
