What do you think of Grace?

im mostly indifferent to her. I liked her interactions with Hazel and her moments of reflection but dislike how the fact that she has started a murderous cult is largely ignored in the large scheme of things.
She's a very complex character who is definitely low key fucked for life, though most likely getting off the train.
There are few things worse than having someone you love die on you, and there's no chance at reconciliation.

what do you mean "in the large scheme of things?" Amelia has done way worse and literally created the environment to form 100% of the problems in the show and no one gives her hell over it, but she is, like Grace, trying to fix things
parents will most likely hire tutors and help her get her GED, and with personal therapists, she'll enter college maybe a year or two late

The fact is that we have seen more of the apex fuckery making them seem more evil. Grace has attacked innocents denizens and incited her cult to do the same unprovoked. on the other hand the most horrible thing Amelia has done on screen was kill Atticus in retaliation against Tulip attack
One of my favorite characters in modern cartoons. I really like characters who are manipulative/deceitful but still generally good
you forgot about threatening, attacking, and trying to kill the Cat, coming up with the idea of trapping Tulip in her own memories, threatening to indirectly kill Tulip through her dying of old age by sending Tulip's exit to the back of the train, and loosing Atticus-ghom against Tulip in the Ball Pit Car.
oh, and she didn't care for the train's prime direction of supernatural therapy, which lead to walking disasters like the Apex.
if you're going by "evil" bud, that ain't the right argument to make
Amelia is an awful person and she struggles with being decent even now. She's apathetic and irresponsible. She has a high number for a reason you know.
I get your points that Amelia is a very fucked up person and that she has done more damage than Grace. what I am trying to say is that she felt, to me at least, less villainous than Grace in the sense that she doesn't actively seeks to harm others like the Apex does.
Im only describing how I felt about those characters not any objective analysis.

It seems too soon to know that. We can't know how others react to her attempts to reform Apex until next season.
All we do know is that founding Apex made her number go up, meaning she is going to be on the train for a while. Probably getting to watch every single kid in Apex leave the train long before she does. Then wandering the train helping passengers, with the "reward" for successfully helping anyone being to watch them leave.

There's nothing wrong with that, it's not as if there wasn't a logical path that lead to Simon turning out the way he did. If there's a villain it's whatever set up a system of kidnapping that plucks small children and elderly folk alike and settles them into a neverending train in the middle of a soul-sucking wasteland.
Didn't S1 show Amelia would steal cores from a cart that would destroy the ecosystem of the cart and kill all the denizens?
