This. Openly incentivize people to come forward with the promise of a safe place where they can understand and control their powers and use them for the good of others and themselves like an army commercials.

Unite all the humans under the flag of "Homo Sapiens" and call the metahumans "Homo Meta" and say they're not Homo Sapiens like us

Registration, full medical following, gene therapies, research on dampening tech, public education about it.

Probably a mix of social and military programs. Meta's would likely run the gamut with some wanting to just be normal people who can also set fires with their mind, others going on power tripping murder sprees, and some wanting to put their powers to a beneficial purpose.

You'd need some sort of Xavier's college to detect new meta's and council ones who are having social difficulties or have fucked up powers that make their lives worse as well as a team of X-Men to go around dealing with the lunatics.

There's no real reasonable way, people will always find a way to be unreasonable especially if you add something like "people randomly get superpowers" into the mix.

That's retarded. If people with superpowers started appearing, they aren't just going to be popping out of thin air. They would have families and friends. They would have lives. They're not a completely alien threat from beyond our world, they would have human values. Asking all of humanity to unite against what are basically normal people with extra abilities for no reason isn't going to work. Different countries would have different policies regarding them, but most would view them as an asset to be invested in, not an enemy to destroy.

It's going to be a mess. Sure there's some people who will be sensible about their powers, some may use them for good, for convenience, keep it secret. But some will go overboard with whatever agenda, take advantage of others, or darker routes. Then you got genuinely dumb people who can barely harness their power decent in the first place let alone have any motive. Someone's getting nuked sooner or later to ruin it for literally everyone.
