When I was a kid Batman Beyond was one of my favorite shows specifically because it was a bit more dark and violent than everything else my dad would let me watch.
It wasn't even that bad
They never showed the final procedure. So it’s only horrifying if the viewer choose to make it so.

It's what I like about the scene.
I think if it was most cartoons it would have the doctor doing some monologue before or something,
but Beyond trusts the viewer enough to just leave it as a strong implication.
I feel like a lot of cartoons, even adult ones, just doesn't let the viewers to interpret information on their own, and just feed them with dialogue instead.
Batman TAS was pretty fucked on occasion in it own right.
I'dd argue the first Clayface 2 parter is easily equal or worse to anything in Beyond.
No blood or dismemberment, so it's ok.
The best part of that is you question if Matt Hagen was actually having a break-down, or just giving an excellent performance.
Remember, rape is acceptable as long as the act itself is not shown.

I was so shaken whenever Terry defeated a murderous psychopath. Why couldn't he have just cried and sang a song so the villain would decide to become good?
Alot of them were victims of accidents or expriments, others were so close to redeeming themselves before heel turning.

I watched this show as a kid and the only episode that scared me was the one with Ian Peek. For some reason the idea of falling through the earth and not being able to stop yourself really freaked me out.

I remember an episode of Jetman, a Japanese show designed for toddlers having people melting in pain in a bus with a murderer holding people at gunpoint and another with an apartment building that ate people complete with blood.

Don’t forget that Jetman has one of the main heroes die. Not in a big final battle with the Vyram, but in a time skip where he gets stabbed by a mugger.
