>Bucky is leading a peaceful life when Helmut Zemo (Daniel Bruhl) returns and unsuccessfully attempts to brainwash Bucky into protecting him. Zemo is being hunted by the organization for the whereabouts of a biological weapon developed by Armin Zola (Toby Jones) for HYDRA.
>Secretary Thaddeus Ross (William Hurt) recruits military veterans John Walker (Wyatt Russell) and Lemar Hoskins (Cle Bennett) to become the new Captain America and his partner Battlestar. Walker is chosen for his blind loyalty to the government and given a prototype Supersoldier Serum, which begins to affect his mind.
>Aided by Sharon Carter (Emily VanCamp), Sam and Bucky set out to locate and protect Zemo from both the government and the terrorists. They visit several places during the mission, including the dangerous island of Madripoor, and must work with Zemo to evade the enhanced mercenaries pursuing them, unaware that Zemo is pursuing his own agenda.

It's also a complete and total retcon that didn't connect with the original story and that happened in the middle of a completely failed attempt at making new avengers. This run bombed so hard that you actually learned this through his grandson, a character even most longtime avengers readers have never heard of and nobody could name. "I'm out" is the correct response to learning they're adapting that failure of a storyline and apparently even dumbing it down, since the entire point of it was to inspire character development in his bitter grandson to fight for justice rather than taking "What's his", ending with him giving up the name Captain America for Patriot, which had to be a backhand from the editor as Patriot is the wanna-be Captain America. That storyline sucked, it bombed, and now they seem to be doing it but worse, so it's only reasonable people would say fuck it.
