Zatanna strikes me as the kind of character that wouldn't draw big crowds in a movie, but would be very successful with a TV show.

Make the story about she saving her Father from Allura before her father going to be sacrificed, that will make the conflict feel personal and make her always active as there some suspense to save her father as quickly as possible. Make her use stage magician props like exploding card, magician smoke bomb, magical gloves, living scarf or magical bunny and incorporate deception, quick hand, manipulation and use of her surrounding in her CQB battle.

Make the audience care for her by make everything against her after her father missing. You know like her story at Seven Soldiers when she must overcome her deppresion, constant failure but still strong to takes all the unfair circumstantion, and keep going on altough to the point she lost her self confidence and her magic. Some sort like Tobey Peter Parker at Spiderman 2

To hook some general audience, we could add her childhood story with Bruce Wayne when she make him smile again after his parents death or when Bruce start his journey by learning some escapology to Zatara.

Her Seven Soldiers is great, she got mentoring /co favourite Misty Killgore as her apprentice while struggling to overcoming her deppresion. Like her with Tim interaction you said

Some Zatara story at early Action Comic is very fun thou. Zatanna still lack solo stories for now, but her backstory at action comic, 70s supergirl, world finest are fun too. Heck some last issues at first JLD are pretty underatted as few talk about her feat taking down Presence equivalent of total universe destruction that is Pralaya. Reign in Hell and her participation at Justice League satellite era and 2006 run has some merits too

I love her playful, compassionate personality altough deep down she is lonely, has serious daddy issue and lack of confidence to live up her father legacy

A show like that could have existed 15-20 years ago, and struck a balance between powerful and empowered heroine, and being as sexy as network television allows, to draw in a solid audience of both sexes. It couldn't exist in The Current Year.
